As Major Jail Administrator, Larry oversaw the comprehensive operations of the Cumberland County Detention Center, managing over 150 employees and maintaining custody of more than 600 inmates. He administered an operating budget exceeding $16 million while coordinating critical service contracts including healthcare provision, food services, inmate communication systems, and day-to-day operational supplies. This role required sophisticated budget management, vendor negotiation, and operational oversight to ensure safe, compliant facility operations.

In his capacity as Captain and Assistant Chief of Detectives, Larry managed over 80 employees across seven specialized investigative divisions: Homicide, Major Crimes, Property Crimes, Youth Services, Digital Forensics Examination, Crime Scene, and Narcotics.
