Law Enforcement Career

Larry dedicated more than two decades to the Cumberland County Sheriff's Office (1995-2016), where he advanced through progressive leadership positions demonstrating exceptional supervisory capabilities across diverse operational areas. His career trajectory showed his ability to manage substantial personnel resources and complex organizational challenges.

As Major Jail Administrator, Larry oversaw the comprehensive operations of the Cumberland County Detention Center, managing over 150 employees and maintaining custody of more than 600 inmates. He administered an operating budget exceeding $16 million while coordinating critical service contracts including healthcare provision, food services, inmate communication systems, and day-to-day operational supplies. This role required sophisticated budget management, vendor negotiation, and operational oversight to ensure safe, compliant facility operations.

In his capacity as Captain and Assistant Chief of Detectives, Larry managed over 80 employees across seven specialized investigative divisions: Homicide, Major Crimes, Property Crimes, Youth Services, Digital Forensics Examination, Crime Scene, and Narcotics. This expansive command responsibility required coordinating complex multi-jurisdictional investigations while ensuring optimal resource allocation and case management across diverse criminal investigation specialties.

As Captain of Professional Standards, Larry conducted and managed internal personnel investigations, developed comprehensive departmental policies, and led CALEA (Commission on Accreditation for Law Enforcement Agencies) accreditation processes. Through this role, Larry developed extensive expertise in regulatory compliance and accreditation frameworks that has proven instrumental in helping agencies meet and exceed operational benchmarks while maintaining accountability and transparency.

His investigative foundation includes five years as Sergeant in the Homicide Division and specialized work in property crimes detection, providing the operational expertise that informed his later leadership roles.

Following his sheriff's office service, Larry served as an Investigator for the Cumberland County District Attorney's Office (2016-2022), where he conducted follow-up investigations on major crime cases, handled sensitive allegations against school officials, and investigated elder abuse, neglect, and financial fraud cases in coordination with the Department of Social Services. In this role, Larry coordinated with all law enforcement agencies within the jurisdiction, serving as a liaison between the District Attorney's staff and law enforcement personnel. His responsibilities extended to witness location services and trial preparation support, ensuring comprehensive case development for successful prosecutions.
